नई दिल्ली, 1 फरवरी 2020ः अभी तक हम यही मानते हैं कि गंभीर से गंभीर अपराध की सजा मौत है। पर क्या आपको पता है कि मरने पर भी सजा मिल सकती है ? सुनने में भले अजीब लगे पर ऐसा वाकई है। दुनिया में कई ऐसी जगहें हैं जहां मरना गैरकानूनी है। और तो और वहां के प्रशासन के पास ऐसा करने के वाजिब वजहें भी हैं।
लांगइयरबाएन, नार्वे
आर्कटिक में बसा नार्वे का यह शहर साल भर बर्फ की चादर से ढका रहता है। आलम यह है कि यहां मरने के बाद जिन शवों को दफनाया जाता है वे पर्यावरण में घुलने के बजाय बर्फ में हमेशा के लिए संरक्षित हो जाते हैं। उदाहरण के तौर पर वहां 1917 में इन्फ्लुएंजा से एक व्यक्ति की मौत हुई। करीब पचास वर्षों बाद जब उस व्यक्ति के शव को बाहर निकाला गया तो बीमारी के वायरस उसमें जस के तस पाए गए। इस समस्या को देखते हुए वहां के प्रशासन ने लांगइयरबाएन में मौत को गैर-कानूनी घोषित कर दिया। ऐसे में जो लोग बीमार हैं या जिनकी मौत होने वाली है उन्हें यहाँ से बाहर, नार्वे के अन्य हिस्सों में ले जाया जाता है।
फल्चानो डेल मैस्सिको, इटली
इटली के दक्षिणी हिस्से में स्थित इस शहर की समस्या यह थी कि यहां शवों को दफनाने के लिए कोई जगह नहीं थी। स्थिति की गंभीरता को देखते हुए यहां के मेयर ने अनोखा बयान जारी किया जिसमें उन्होंने स्थानीय लोगों के लिए मरना प्रतिबंधित कर दिया। इसके बाद पड़ोसी शहर के कब्रिस्तान को लेकर यहां झगड़े शुरू हो गए। आखिरकार मेयर को लोगों के रोष और विरोध के आगे झुकना पड़ा जिसके बाद उन्होंने अपने शहर में एक कब्रिस्तान बनवाने का फैसला किया।
सेल्लिया, इटली
1960 में इस गांव में कुल 1300 लोग रहते थे । हालत ये हुई कि 2015 में केवल यहां 537 लोगों की आबादी रह गई। इनमें से 60 फीसदी लोग 65 वर्ष से अधिक के पाए गए। लगातार घटती घट रही आबादी ने यहां के मेयर को परेशान कर दिया और उन्होंने यहां के लोगों के लिए बीमार होने पर प्रतिबंध लगा दिया। हालांकि इसके पीछे उनका इरादा नेक था। उन्होंने ऐसा इसलिए किया जिससे कि लोग अपनी सेहत का ध्यान रखें। न ही वे बीमार हों और न ही किसी की असमय मृत्यु हो। इसके साथ ही सेल्लिया के लोगों के लिए नियमित रूप से स्वास्थ्य जांच कराना भी अनिवार्य बना दिया गया।
कियो, फ्रांस
तकरीबन एक दशक पहले फ्रांस के इस शहर में केवल दो कब्रिस्तान थे। इनमें लोगों को दफनाने की काफी सीमित जगह थी। समस्या यह थी कि यहां भूजल स्तर काफी उपर था तो किसी और स्थान पर शवों को दफनाना संभव नहीं था। इसके लिए केवल एक ही जगह उपयुक्त थी जो सेना के एयरबेस का हिस्सा थी। हालांकि सेना ने इसे स्थानीय प्रशासन को देने से मना कर दिया। इस बात से नाराज होकर वहां के मेयर ने इस शहर में उन लोगों के लिए मौत को गैरकानूनी बना दिया जिनके पास दफनाने के लिए निजी व्यवस्था नहीं थी। आखिरकार लोगों की असुविधा को देखते हुए सेना का दिल पसीजा और उसने लोगों को कब्रिस्तान के लिए जगह उपबब्ध करा दी।
